The Case for Strategic Empathy

Why "Social Coherence" is the Key to Splitting the Sino-Iranian Axis
The catastrophic intelligence and defensive collapse suffered by Israel on October 7, 2023, fundamentally shattered the Western paradigm of conflict containment. For decades, Washington, London, and Brussels operated under the comfortable delusion that genocidal actors could be managed, deterred, or negotiated with through international frameworks and economic ties. The subsequent regional escalation through 2024 and 2026 has proven a harsher reality: a nation’s survival requires the absolute enforcement of order, because without order, liberty is a fiction.
Yet, as Western policymakers struggle to construct an effective grand strategy against the destabilizing axis of Iran, Russia, and China, they remain crippled by a profound civilizational myopia. They treat the current global friction as a series of isolated, transactional disputes over borders and supply chains. In doing so, they miss the deeper ideological battlefield—the complete inversion and fragmentation of justice itself. To restore global stability, the West must embrace a foundational principle of political philosophy: Social Coherence.
The Principle of Social Coherence
Social Coherence is the unified alignment of a civilization's foundational laws, moral truths, and technical standards. It is the baseline prerequisite for domestic and international order. Its opposite is decoherence—the systemic breakdown that occurs when an arena is forced to operate under two conflicting, hypocritical standards of right and wrong.
We see this decoherence explicitly in the contrast between Western law and Iranian statecraft. Western legal tradition, deeply rooted in biblical frameworks of justice, dictates that a society cannot tolerate predators who weaponize cruelty against the defenseless. When Israel executes targeted operations against the leadership of the Islamic Revolutionary Guard Corps (IRGC), it is acting on a measure-for-measure principle of justice: removing active war criminals to preserve innocent life and restore the permanent rule of law.
Conversely, Tehran operates on an inverted moral axis. When the IRGC launches its "revenge" campaigns, it is not engaging in conventional state defense. It is enacting a lawless blood feud designed to establish an immunity shield for its proxy network. For Iran, "justice" means protecting its sovereign right to commit terrorism whenever it wants.
By treating these two opposing frameworks as a symmetrical "cycle of violence," Western diplomats introduce dangerous decoherence into the international system. You cannot find a diplomatic middle ground with an adversary that defines aggression as the act of stopping a massacre.
The Technological Chokehold
This philosophical decoherence has severe, practical consequences for Western security. On one plane, the West acknowledges the threat; the European Union and the United Kingdom have correctly designated the IRGC as a terrorist organization, freezing assets and limiting their ability to raise funds on the European continent. On another plane, however, Western nations maintain a blind spot due to short-term commercial dependencies.
The modern global economy—specifically the development of Artificial Intelligence and advanced semiconductor manufacturing—remains held hostage by Middle Eastern supply chains. Advanced computer microchips require massive amounts of liquid helium for cooling during the fabrication process, a third of which originates from the North Field/South Pars gas reservoir co-managed by Qatar and Iran. Furthermore, powering the massive data centers required for the AI revolution keeps the West tethered to a 30-year dependency on foreign oil and gas.
This economic vulnerability paralyzes Western foreign policy. It leads to diplomatic hesitation, forcing demands for "restraint" on Israel when it moves to enforce UN Resolutions 1701 and 1559 against a hollow, proxy-dominated Lebanese state. The West is effectively funding the treasury of a genocidal predator to buy the energy needed to power its technological future.
The Compute-for-Order Strategy
To break this cycle, the United States and its allies must execute a grand strategic pivot that aligns economic realities with the pursuit of global order. The solution lies in treating the rising superpower, China, with peer-to-peer respect rather than zero-sum containment, while leveraging tomorrow's technological superiority to isolate Iran.
The United States is currently leading a multi-state coalition—including New York, California, Arizona, and Illinois—coordinating with the European Union to develop next-generation Silicon Photonics computing architecture. By processing data with light rather than electricity and utilizing synthetic diamond substrates as an ultra-efficient thermal highway, this Western-controlled infrastructure will render traditional helium- and water-chilling dependencies obsolete.
While this infrastructure will take a decade to fully mature, its future computing power (compute) represents the ultimate diplomatic bargaining chip today. China’s domestic AI ambitions are currently hitting a severe wall due to Western hardware bans. Beijing is a pragmatic trade superpower; its current alignment with Iran and Russia is born out of energy necessity and anti-Western balancing, not ideological purity.
The United States State Department should approach Beijing with an honest, transparent, and respectful proposition. Rather than attempting to block China’s rise or disrupt its Belt and Road infrastructure, the West should invite China to integrate into a single, global standard for AI regulation—a move Beijing itself signaled a desire for with the launch of the World Artificial Intelligence Cooperation Organization (WAICO).
The core of this diplomatic exchange is simple: Compute for Order. The West offers China predictable, sovereign-compliant cloud access to the output of its future Silicon Photonics compute networks. In exchange, the mandatory condition is that China must systematically decouple its economic and diplomatic support from the malign, non-state proxy networks of Iran.
Concurrently, Western governments and their allies should mandate corporate and government use of closed-loop, reusable helium cooling architectures within domestic Al infrastructure to prevent imminent supply chain and hardware manufacturing freezes.
Conclusion
This strategy presents no security risk to the West. The physical photonics hardware remains air-gapped inside heavily fortified domestic data centers; China is granted only a digital key to process data, a key that can be instantly revoked if compliance falters.
By treating China as an ally in global governance rather than a permanent enemy, the West can achieve a dual civilizational victory. We secure a universally regulated, coherent global AI ecosystem, and we ruthlessly dismantle the financial and political lifelines of the world's most dangerous terror networks. True social coherence requires one standard of justice—and it is time for Western policy to enforce it.
