Iran Won't Cross the Bridge. Make Standing Still Cost More.

Two months after Operation Epic Fury, the United States faces a familiar temptation: to mistake a successful military campaign for a completed strategy. The shooting has stopped. The blockade remains. A deal is on the table. Yet Tehran continues to test whether Washington has the patience, and the imagination, to turn battlefield success into political leverage.

In the Wall Street Journal in April, I argued that Epic Fury ended the doctrine of escalation management. By front-loading nearly a thousand strikes while sparing civilian infrastructure, the U.S. gave Tehran both a military defeat and a political off-ramp. That was Phase I. The harder question is what Phase II looks like.

Ending escalation management was never supposed to mean landing one decisive blow and then waiting indefinitely. The bridge the United States built still stands, but Tehran refuses to cross it. Washington now faces a false choice: resume all-out war or keep waiting and hope the siege eventually bites. Both paths squander what Epic Fury achieved.

Phase II requires a middle path: calibrated, reversible force. Not a second overwhelming blow, but pressure applied with a dimmer switch rather than a sledgehammer. The objective is to raise the cost of refusal while keeping the “golden bridge” intact.

The pressure should focus on the regime’s true center of gravity: the commercial networks that fund its survival. The IRGC is not merely a military organization but a business empire spanning shipping, energy, logistics and sanctions-evasion networks. Its hand is visible even in the blockade it pretends to resist, through the so-called Persian Gulf Strait Authority that extorts passing vessels for transit, an apparatus Washington has already sanctioned. Rather than targeting the civilian infrastructure deliberately spared during the war, the United States should be prepared to disrupt those revenue streams temporarily and reversibly whenever Tehran refuses to move toward a settlement.

That pressure must be explicitly reversible. Iran’s leaders should hear, in public as well as private, a simple proposition: For every week you refuse to sign the memorandum, another slice of your commercial empire goes dark. When you sign, these disruptions stop and normal shipping can resume under agreed monitoring. The bridge remains; what changes is the price of standing still on the wrong side of it.

This offers what an open-ended siege cannot: visible results. Each turn of the screw is matched to a rung the regime can climb down: stop missile harassment, accept inspections, sign the memorandum, and the pressure eases.

The larger lesson extends far beyond Iran. For three decades, Tehran and other American adversaries operated on the assumption that U.S. military superiority was self-deterring, so overwhelming that Washington would hesitate to use it except in the gravest crises. That assumption shaped Iran’s strategy of proxies, asymmetric capabilities and nuclear ambiguity. Epic Fury challenged the wager by showing that the United States would start a war it believed it could finish.

The objective is neither total war nor endless containment. Call it reversible deterrence: pressure an adversary can feel, understand, and reverse through compliance, credible precisely because it is survivable. It creates consequences serious enough to change behavior while remaining limited enough to be used repeatedly.

That is what Beijing and future adversaries will study as they calculate their next moves to project power. The lesson shouldn’t be that America has rediscovered the stomach for total war. It should be that America is learning how to use force in ways decisive enough to change behavior and controlled enough to be used more than once.

The bridge is still there. The question now is whether Washington will let Iran stand on the far side indefinitely or use calibrated, reversible pressure to make standing still cost more than crossing.
