Stop Declaring World War III

The prospect of a Third World War has become a common way of framing the deterioration in international security.

Taken together, this is easily read as evidence of an impending unitary global conflict.

But “World War Three” is the wrong historical anchor. Interconnected conflict on a global scale long predates 1914, and the trilogy framing mistakes what actually made the first two wars unique. Their defining characteristic lay less in continent-spanning geography than in the extraordinary concentration of industry and mobilisation of societies. Economies were reorganised for war as armies mobilised en masse on a scale never previously seen, and civilian production, finance, technology and politics became subordinated to sustaining and winning existential conflict.

A better analogy for current geopolitics is the Seven Years’ War. From 1756 to 1763, the world’s major powers fought across Europe, North America, the Caribbean, West Africa, India and the oceans connecting them. Britain and France competed for colonial and maritime dominance, Prussia fought for survival, Austria sought to recover Silesia and Russia joined hostilities unsure whether its future lay in Europe or across the Eurasian landmass it was still absorbing.

These conflicts overlapped without sharing a single political cause, though alliances connected the theatres and events in one altered choices in another. No single declaration created an umbrella conflict, yet historians have since imposed a single label across those seven years.

Even this supposedly global war did not encompass everything: at roughly the same time, Qing China was destroying the Dzungar Khanate across Inner Asia, reshaping what became Xinjiang and redrawing the trade routes linking Central Asia to the wider Eurasian system, largely outside the conflict historians now call the Seven Years’ War.

The international system today consists of overlapping competitions (Opens in new window) with distinct causes and objectives. Russia’s war against Ukraine is simultaneously territorial, a confrontation with the European security order and part of Moscow's older struggle over national status. North Korean troops and ammunition sustain Russian operations in Europe, while Pyongyang gains experience, technology and leverage that may alter the future military balance on the Korean Peninsula. China and Russia cooperate strategically but retain different regional interests. Israel confronts Hamas to its south and Hezbollah to its north, while both conflicts sit within a wider regional contest shaped by Iran and its partners. American attention and assets are spread across the Middle East, the Indo-Pacific, the Caribbean and South America.

These contests transmit pressure between theatres: Middle Eastern conflict consumes American defence stocks required elsewhere, European ammunition production shapes deterrence in the Indo-Pacific, Red Sea disruption (Opens in new window) affects economies thousands of miles away, and a crisis over Taiwan would shift calculations in every major capital.

The danger is that these competitions become progressively entangled while commentary and public expectation continue to treat global conflict as something that will arrive as a single recognisable event, announced by a trigger: an assassination, an invasion, a declaration of war after which the world crosses some imaginary threshold. Intertwined global conflict already exists without strategic turning points akin to the Marne or Midway that allow observers to divide events neatly into a before and after.

Even the last world war resists that simplicity. For a European, it began in September 1939, whereas for an American, December 1941. A Soviet citizen, June 1941. For many Chinese, 1937 or even 1931. For Australia, the war mattered from 1939, but Japanese attacks in 1942 transformed its immediacy.

Neat dates belong to historians, because the lived experience was one of escalation and widening involvement across theatres, in which alliances hardened, adversaries became common and national economies mobilised ever more deeply as international security degraded.

That provides a useful test for the present. Today’s conflicts interact, but the major powers still pursue different objectives through relationships shaped by differing norms, values and transactional interests. Nuclear weapons also constrain direct great-power conflict and push much of the competition into less direct forms, while international institutions, legal norms and economic interdependence shape state behaviour in ways largely absent from 18th-century balance-of-power politics.

Future historians may identify a point at which this changed, when separate fractures converged and mobilisation deepened enough for the label “world war” to become appropriate. But diagnosing a World War in real time is historically awkward and rhetorically dramatic.
