NATO's Future Runs Through Warsaw

For most of the Cold War, NATO's center of gravity was West Germany. American forces were stationed there because Germany was the front line. The Fulda Gap was the alliance's most dangerous vulnerability, and U.S. strategy reflected that reality. Today, the strategic geography of Europe has changed, but NATO's assumptions have not fully caught up. The next geostrategic map of Europe is already visible. Yet Washington has not yet updated its strategy to match it.

When Russia returned as a revisionist power, many European governments discovered that military capability can be dismantled quickly but takes years to rebuild.

These countries spanning the Northeast Corridor did not have the luxury of misreading geography. They understood that deterrence rests on capabilities, not declarations. This emerging northeastern bloc now represents something increasingly rare in Europe: a concentration of allies that share both threat perceptions and strategic priorities. During the Cold War, that consensus existed across most of NATO. Today it is strongest along the alliance's northeastern frontier. Washington should take notice.

The United States has compelling reasons to remain Europe's indispensable security partner. But the era in which America could indefinitely subsidize European defense while simultaneously preparing for strategic competition with China is drawing to a close.

With a national debt approaching $40 trillion and growing demands in the Indo-Pacific, the United States cannot remain both Europe's primary conventional defender and Asia's balancing power. Nor should it.

The answer is not American withdrawal from Europe. It is a more sustainable division of labor. European allies must assume primary responsibility for conventional deterrence and defense on the continent. The United States should continue to provide what only it can reliably furnish: the nuclear umbrella, strategic intelligence, advanced enablers, long-range strike capabilities, logistics, and global power projection.

But if Washington is going to concentrate resources, it should do so where they will have the greatest strategic effect. That means treating the Nordic-Baltic-Polish corridor as the new center of NATO's defense architecture. American force posture should shift eastward. Military infrastructure investments should prioritize reinforcement of the northeastern flank. Defense-industrial cooperation should deepen with those allies that are making serious commitments to their own security.

Of the countries along NATO's northeastern frontier, Poland occupies a unique position. It sits at the intersection of the Baltic and Central European theaters, serves as the principal gateway for reinforcing NATO's eastern flank, and is undertaking the most ambitious military modernization program on the continent. If the alliance's new center of gravity lies in the Northeast Corridor, Poland is increasingly its anchor.

None of this diminishes the importance of Germany, France, or other longtime allies. Strategy, however, is about prioritization. The purpose of alliances is not to preserve yesterday's arrangements. It is to address today's threats.

The reality is that NATO's military future increasingly depends on countries that only a generation ago stood outside the alliance altogether. The irony is striking. The nations that spent decades under Soviet domination now understand the Russian threat most clearly. The nations once viewed as NATO's periphery are becoming its strategic core. NATO does not need a new mission. It needs a new map.

The alliance that won the Cold War succeeded because it understood where the decisive terrain lay. If NATO hopes to remain credible in the decades ahead, it must once again align its strategy with geography. That geography now points unmistakably to NATO’s Northeast Corridor.
