The National Security Challenge Beyond Iran's Nuclear Program

For nearly five decades, Tehran has treated diplomacy as a tactical instrument while building a global architecture of terrorism, proxy warfare, and ideological influence.

Why does Washington continue to approach the Islamic Republic as a negotiating partner when nearly five decades of evidence suggest it behaves as a national security threat? The answer begins with a misunderstanding of the regime’s nature. Successive American administrations have often analyzed Tehran as a conventional state pursuing national interests. It is not. The regime in Tehran was born not as a normal government, but as an ideological machine built on hostility toward America, Israel and the Western order.

Washington's misperception of the regime did not begin with the nuclear negotiations. It dates back to the revolution itself. In 1979, many American policymakers viewed the upheaval in Iran through the lens of anti-monarchical politics rather than Khomeinist ideology. The result was one of the greatest strategic losses of the Cold War era. America lost a major ally and gained a radical state increasingly aligned with anti-Western forces across the Middle East.

The rebellious coalition surrounding Khomeini was never limited to traditional clerics. Figures associated with Palestinian terrorist organizations, including Yasser Arafat, appeared alongside the new radical leadership, while representatives of Muammar Gaddafi's Libya were welcomed in Tehran. What emerged was not merely a new government but a transnational ideological project.

Washington underestimated the significance of these developments then and has often underestimated them since.

Khomeinism became the ideological engine of that confrontation. It was not simply a religious doctrine or political movement, but a system combining religious absolutism, anti-Westernism and political violence. At its center stood Velayat-e Faqih, which concentrated ultimate authority in the hands of a ruling Shiite cleric. Elections, parties and political factions existed, but only within a structure designed to preserve clerical rule.

This is why Washington has repeatedly misunderstood Tehran. The Islamic Republic is not merely a regime with whom America has policy disagreements. It is a system that views survival, expansion and confrontation as inseparable. Anti-Americanism, hostility toward Israel and the export of revolution are not temporary policies but elements of the regime's identity and governance.

From the earliest years after the 1979’s upheaval, Tehran began building networks beyond its borders. The IRGC and later the Quds Force became the instruments of this project, cultivating, financing, training and directing regional Islamic terrorist movements. Over time, the regime constructed what it called the “Axis of Resistance” — a transnational network stretching from Lebanon and Iraq to Syria and Yemen.

Hezbollah became the most successful model of Tehran’s strategy, while Hamas, Palestinian Islamic Jihad, Iraqi Hashd and the Houthis projected Iranian regional influence. Often described as separate actors, they function within a regional architecture designed to project power, deny responsibility and pressure America and its allies through proxy conflicts.

This network has cost American lives for decades. From Beirut in 1983 to Khobar Towers in 1996, from explosively formed penetrators in Iraq to repeated attacks on American forces in Iraq and Syria, the pattern has been consistent. The regime does not need to fight America directly when it can use proxies, militias, cells and ideological allies. Terrorism is not an occasional instrument of this regime. It is part of its strategic culture.

The threat, however, is no longer limited to the Middle East. The Islamic Republic’s reach has extended into Europe, Latin America and American soil. Assassination plots, threats against former American officials and operations against dissidents abroad demonstrate that Tehran does not view geography as a barrier. The same ideological hostility that drives its regional policy also drives its external strategies.

The consequences of that misunderstanding continue to this day. The assassination of former Iranian diplomat Ali Akbar Tabatabai in Maryland in 1980 was an early warning that ideological violence could reach American soil. Over the decades, threats against American officials, assassination plots, influence operations and networks operating under political, religious, media and cultural banners became part of the landscape confronting American institutions.

Critics argue that American institutions have too often approached the challenge through isolated investigations rather than a broader strategic lens. The FBI, DHS and elements of the intelligence community have disrupted plots and prosecuted individual cases, yet the larger ecosystem of ideological influence, propaganda networks and long-term penetration efforts have often received less attention. Understanding the Islamic Republic requires more than identifying agents. It requires understanding the architecture that produces them.

The challenge is not simply identifying one operative or one organization. It is understanding a layered ecosystem operating through multiple levels of influence and persuasion. Critics argue that intelligence and law-enforcement agencies have often focused on individual cases while underestimating the broader ideological architecture behind them.

America must also understand that the regime’s influence is layered. It does not appear only in the form of uniformed IRGC officers or open agents. It can appear through media narratives, lobbying networks, ideological sympathizers, religious centers, charities, academic spaces and political activism. Like the layers of an onion, these networks may appear fragmented while advancing the same objective: weakening opposition to the theocratic regime and softening American resolve.

This is where diplomacy has repeatedly failed. Washington has too often assumed that incentives, sanctions relief or negotiations could moderate the regime’s hostility. The problem is that the United States has repeatedly misunderstood the actor across the table. Diplomacy is designed for governments that seek rational compromise; the Islamic Republic has often used diplomacy as a shield, a delay mechanism and a survival tool.

The nuclear agreement did not address the regime’s missile program, its regional proxy network or ideological commitment to Islamic terrorism. Sanctions relief did not strengthen the Iranian people. It strengthened the ruling system and gave Tehran more room to maneuver. Indirect talks repeatedly allowed the regime to buy time and reduce pressure while continuing the same behavior elsewhere. Each time Washington treats the Islamic Republic as a conventional diplomatic problem, Tehran gains the advantage.

The United States has made this mistake under both Republican and Democratic administrations. Some believed engagement would soften the regime; others believed pressure alone would force change. But without understanding the regime’s ideological core, neither approach can fully succeed. A regime built on revolutionary survival will not abandon its identity because of another diplomatic formula. It will adapt, deceive, and endure.

Today the regime may be weaker than it once appeared. Its transnational terrorist network has suffered serious setbacks, damaging Tehran’s image as the unchallenged commander of a regional axis. Inside Iran, the regime faces anger, poverty, repression, uncertainty and a profound crisis of legitimacy. The death of old symbols, uncertainty over succession and the rise of junta have exposed the fragility of the system.

But a weaker regime is not necessarily a safer regime. A wounded ideological regime can become more aggressive, not less. The Islamic Republic survives through two engines: repression at home and propaganda abroad. When cornered, it seeks ways to frighten enemies, divide opponents, activate proxies and turn survival itself into a political victory. For the Iranian people, this has created a tragic reality: they face a regime willing to sacrifice the country to preserve an ideological project.

That is why the question before Washington is not whether another round of talks can be arranged. The question is whether America finally understands what kind of regime it is dealing with. The regime is not merely a diplomatic challenge. It is a security challenge that has shaped American policy, military deployments and counterterrorism operations for nearly half a century. Washington cannot afford to misunderstand the threat any longer.

The challenge posed by the Islamic Republic is not a diplomatic dispute. It is a long-term national security threat. Until Washington recognizes that reality, Tehran will continue to exploit every opening, expand its proxy networks and threaten American interests across the globe.
